The concept of complex reconstruction of East Perlovka District in Mytishchtown covers 176 hectares of the territory between the Railway Road Moscow-Yaroslavl, Yaroslavskoe Highway M8, from MKAD to the Mytishchinsky rail carriage building works, on the border with which the two-level automobile junction is under construction now.

The territory about 2,5 km long and 500-600 m wide has the character of a traditional dacha compound. There is unconditional value of historically existing network of streets forming the quarters of regular character about 70 meters wide, extended from the railroad line to the highway.

Several lengthy longitudinal streets, allegedly breaking the regularity of the settlement layout, connect threejunction points of perimeter - commuter station Perlovskaya, autostation near the shopping center "XL" andcommuter station TayninskayaTransport accessibility, town-like isolation of the territory within rigid borders of highways, the presence of the developed historical network of streets and, simultaneouslybasically"loosearrangement of buildings - all these factors evidence an opportunity to transform the territory into a full-fledged comfortable urban environment with preservation of all historical and natural values.

The conflict-free reconstruction of the area of existing buildings  and all urban fabric consists in the following:

Preservation and engineering equipment of the existing network of streets;

The progressing substitution of dangerous and dilapidated structures with quarter middle-rise buildings with preservation of valuable historical and private houses;

Forming a park and public zone with schools, kindergartens, policlinics and low-rise houses along longitudinal streets.

- The development and systematic realization of the program of job creation within trade and business zonealong highways.
