The project of complex reconstruction of the Ostozhenka territory was entrusted to designers of the Research and Design center of the Moscow Institute of Architecture. (This group of designers became the core of Ostozhenka Architectural Bureau).

This program proposes the more intensive use of valuable urban area in order to recover traditional local human environment, and also the correction of the existing functional zoning dictated by modern urban-planning situation, in combination with careful attitude to historical and cultural value of the reconstructed area.

The project of reconstruction provides for the creation of compositional and functional restrictions, regulating the construction activity on the area and, to some extent, the relationship of an investor or a developer with administration bodies and local residents.

The project was considered and accepted in 1989 by both local authorities, and architectural instances.

The supervision of its implementation was assigned to the specially organized municipal body - General Directorate of the Uniform Client “Ostozhenka” and Ostozhenka Architectural Bureau being the general designer of this area.
